Log an ephemeral mode session wipe

/api/v4/ephemeral_mode/wipe

Records a client-side ephemeral mode wipe confirming that a session revoked by the server has completed its local wipe. Sent without a session, since the session being confirmed is already revoked by the time the client can report it. Minimum server version: 11.10
